Galactic Civilizations II would work great with it!
If you have never heard anything about BRE in the old BBS days, well what it would be with GalCivII would be that every month or three a new game would start and then everyone playing would first have to conquer there own galaxy (your metaverse GalCivII game after you conquered all 10 AI's) then after you log on to post your score you could launch an intergalactic strike at the universe of other galaxies that are playing the game. The game would allow each player to logon a few times a day and both send up attacks and receive any attacks sent to them. You could also form alliances just like in GalCivII and like what was done in BRE (BRE was a text only version of GalCivII but not created by the same people)
If anyone (or the creators of GalCivII) are interested in persuading this let me know and I can elaborate quite a lot on the methods and such and how the BRE was done; because I use to run a BBS back in the day on my C+128 with a Lt Kernal HD (yes a HD on a commodore a whopping 20Mb which truly was a lot back in the days of DOS pre Win3.1)
